Controlled Open Enrollment (COE) for Out of County Residents
Per FS 1002.31 parents of students from any school district in the state that are not subject to a current expulsion or suspension can apply for Controlled Open Enrollment to any public, or charter school, that has not reached capacity in the district.  Martin County School District schools’ capacities are determined using the Florida Inventory of School Houses at 75%.

For the 2020/2021 school year, Indiantown Middle School and Hobe Sound Elementary School are available for application by submitting a Form 407A. Assignments will be based on space available in the grade level requested as required by the class size amendment.

    High School Signature Program Choice
High school students, living in Martin County, are able to apply to Signature Programs that are not offered at their home zone school.  Signature Programs, including courses offered through our Career & Technical Education Career Academies, offer rigorous academic instruction by specially trained teachers.  A program application, Form 407 and 407C must be submitted to the high school the student is applying to for consideration.

    In-County Resident Choice
Parents of elementary and middle school students living in Martin County, who want their child to attend a school other than the one they are assigned to, must submit a Form 407 annually.  Initial requests will be processed by the Deputy Superintendent’s office and renewals to continue at the same school will be processed at the school site.  Assignments will be based on space available in the school/grade level requested as required by the class size amendment.  Students need to be registered at their home zoned school until parental choice request decisions are determined.

High school student’s choice options are through Signature Programs or Employee Choice.

    Employee Choice
Regular employees of the Martin County School District must submit a Form 407 and 407B for their children to attend a school of choice.  Initial requests will be processed by the Deputy Superintendent’s office.  Renewals to continue at the same school will be processed at the school site.  Only the Form 407B needs to be submitted annually for renewals.  Assignments will be based on space available in the school/grade level requested as required by the class size amendment.  Students need to be registered at their home zoned school until parental choice request decisions are determined.

    Reassignment
Parents of students experiencing a hardship at the current school the student is attending may request a student reassignment by submitting a Form 407 along with a letter and/or documentation detailing the request for reassignment.

    Hardship Committee
In the School Board approved Parental Choice Plan, there is an assignment appeals process available to parents/guardians who believe they have a hardship.  Parents must submit a Form 407 and provide documentation for review to support their appeal, i.e. synopsis detailing reason behind transfer request, doctor letter, police report, etc.

    Home Education
Home Education is a parent-directed educational option that satisfies the requirement for regular school attendance.  Florida laws protecting home education became effective in 1985.  Parents have the freedom to determine their child’s educational path and the plan for reaching their goals.  Students have the opportunity to explore and learn at their own pace, in any location or at any time.  Home Education students are able to enter institutions of higher learning and are eligible to participate in the Florida Bright Futures Scholarship Program. More than 84,000 students in approximately 58,000 families are in Home Education Programs throughout Florida.  For more information, please visit our website or contact the Coordinator of Student Services at (772) 223-3105 ext. 293.
